Make public direction visible
A mobility partnership begins with the authority’s priorities: the people and places to serve, the service standards to meet and the outcomes that matter. Keep those choices visible in the programme brief and the decisions that follow.
Sparrow’s partnership approach places programme control with the public authority through agreed governance. Implementation brings delivery capacity around those priorities, with named responsibilities for Sparrow and the local operating partners.
Give oversight something useful to work with
Agree the information the authority needs to review service quality, coverage, user concerns and the operating case. Define how it will receive and use that information, who explains exceptions and how corrective decisions reach the delivery team.
The International Transport Forum’s work on data-informed mobility governance emphasises accurate evidence and public engagement. A useful report should make the next public decision easier, rather than simply add another dashboard.
Keep responsibilities clear across the partnership
The authority sets direction and standards within its mandate, approves programme choices and reviews performance. Sparrow coordinates the agreed implementation, technology and support. Local operators remain accountable for their services, people and vehicles.
Put data access, product rights, support and continuity arrangements into the programme agreement. Public oversight does not require every partner to perform the same tasks; it requires the authority to have the information and agreed decision rights needed to direct the programme.
Retain the decision to expand
A focused pilot should answer practical questions about access, service quality, costs, local livelihoods and day-to-day delivery. Agree those questions and review points before launch, so expansion follows an informed decision.
The authority can then decide what to improve, where to extend the service and which partners are needed. The first conversation with Sparrow starts here: what the public programme must achieve, and how the partnership will make that direction workable.
